    Roll out the dough and use cookie cutters to make the desired shapes.

    Place the cookies on a baking sheet and bake them.

    Let the cookies cool completely.

    Make the royal icing: 4 cups powdered sugar, 3 tbsp meringue powder, 9-10 tbsp room temperature water.

    Divide the icing into different bowls and add gel food coloring to create various colors.

    Place piping bags in plastic cups to easily fill them with icing.

    Outline the cookies with icing and then fill in the center.

    Lightly drop the cookies on the table to even out the icing.
